APPLICANT REQUESTS THAT:
His AF Form 910, Enlisted Performance Report (AB thru TSgt),
rendered for the period 16 May 12 thru 15 May 13, be voided and
replaced.
APPLICANT CONTENDS THAT:
His Enlisted Performance Report (EPR) closing 15 May 13, should
reflect an overall rating of 5 versus 4. He was assigned to a
Geographically Separated Unit (GSU) and did not see his rater on a
regular basis. He only saw his rater once during the contested
reporting period and that was when he received his mid-term
performance feedback. Based on his performance feedback, he was
rated excellent.
He corrected a few of the bullets on his EPR and was advised the
rating would not change because it was what the officer in charge
had ordered. Feedback from local leadership indicated he should
have received higher marks.
In support of his request, the applicant provides copies of his AF
Form 910; AF Form 77, Letter of Evaluation and AF Form 931,
Performance Feedback Worksheet (AB thru TSgt).

STATEMENT OF FACTS:
The applicant is currently serving on active duty in the grade of
technical sergeant.
On 21 Jul 14, the applicant was advised that the AFBCMR is the
highest administrative level of appeal in the Air Force and that
he should exhaust all other available avenues of relief prior to
seeking relief through the AFBCMR.
AIR FORCE EVALUATION:
AFPC/DPSOE recommends denial and states, in part; that the
applicant has not exhausted avenues of administrative relief. The
applicant needs to submit an AF Form 948, Application for
Correction/Removal of Evaluation Reports, with all required
supporting documentation, through the vMPF/Evaluation Appeals. If
the administrative appeal is not successful, the applicant may
resubmit the DD Form 149, Application for Correction of Military
Records, and the results of the ERAB administrative review, to
SAF/MRBR, 550 C Street West Suite 40, Randolph AFB TX 78150-4742
for processing to the AFBCMR.

APPLICANTS REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the applicant
on 21 Jul 14, for review and comment within 30 days (Exhibit C).
As of this date, this office has not received a response.
THE BOARD CONCLUDES THAT:
1. The application was timely filed.
2. Insufficient relevant evidence has been presented to
demonstrate the existence of error or injustice. In this respect,
we note this Board is the highest administrative level of appeal
within the Air Force. As such, an applicant must first exhaust
all available avenues of administrative relief provided by
existing law or regulations prior to seeking relief before this
Board, as required by the governing Air Force Instruction. The
Air Force office of primary responsibility has reviewed this
application and indicated there is an available avenue of
administrative relief the applicant has not first pursued. In
view of this, we find this application is not ripe for
adjudication at this level, as there exists a subordinate level of
appeal that has not first been depleted. Therefore, in view of
the above, we find no basis to recommend granting the relief
sought in this application.
THE BOARD DETERMINES THAT:
The applicant be notified the evidence presented did not
demonstrate the existence of material error or injustice; the
application was denied without a personal appearance; and the
application will only be reconsidered upon the submission of newly
discovered relevant evidence not considered with this application.
